What is Celer Network?
Celer Network is a layer two scaling platform that brings fast, secure, simple, and low-cost blockchain applications on Ethereum, Polkadot and other blockchains to mass adoption. Any on-chain or off-chain smart contract can become a CelerApp contract by exposing two functions for CelerPay to use as a payment condition. Different applications, such as off-chain state channel contract, on-chain oracle, on-chain NFT ledger, ENS name ownership, rollup states, can all connect with CelerApp conditional dependency interface for integration with CelerX application ecosystem.
